Morocco’s Ambition to Become Global Leader: Investing $1.1 Billion in AI and Blockchain

Morocco is aiming to become a global leader in digital technology with its Digital Morocco 2030 plan. Launched on September 25, this initiative comes with a $1.1 billion investment and focuses on the integration of artificial intelligence (AI) and blockchain to boost economic development, enhance public services, and create 240,000 jobs by 2030.

Enhancing Public Services Through AI and Blockchain

A key part of this strategy is the modernization of public services using AI and distributed ledger technology (DLT). The government intends to optimize its operations and increase transparency via the Unified Administrative Services Portal, which will oversee areas like healthcare, education, and social services. Blockchain technology will ensure the security of data management, while AI will enable real-time data processing, improving overall service efficiency.

Ghita Mezzour, Minister of Digital Transition, stressed the critical role of AI and blockchain in transforming Morocco’s digital economy. With these innovations, Morocco seeks to climb from 100th to 50th in the United Nations Online Services Index.

Economic Impact and Job Creation

Beyond public services, the Digital Morocco 2030 initiative also has ambitious economic goals. It aims to boost digital export earnings to 40 billion dirhams ($4.15 billion) and increase the contribution of the digital sector to 100 billion dirhams ($10.36 billion) of the nation’s GDP. Other targets include expanding 5G coverage to 70% of the country and fostering the creation of 3,000 startups.

Attracting International Tech Companies

Morocco is also focusing on attracting global tech firms, particularly those specializing in AI and blockchain, to establish operations in the country. The Moroccan Agency for Digital Development (ADD) will spearhead the digital transformation of public administration, providing a unified platform to streamline administrative processes. Additionally, the government is developing a legal framework to support the rapid growth of startups in AI and blockchain, enabling them to scale internationally.

Through these efforts, Morocco hopes to generate significant employment opportunities and establish itself as a competitive player in the global digital economy. The Digital Morocco 2030 strategy envisions the country becoming a leading hub for AI and blockchain technologies.
